Water is the most nat­ural of all ex­tin­guish­ing agents and is usu­ally avail­able in suf­fi­cient quant­it­ies at low cost. It binds smoke as well as pol­lut­ants, the ex­tin­guish­ing ef­fect is based on its heat bind­ing ca­pa­city.
